imma have to go with option 2 there. their mom live way off out of the way in the woods and seemed to be self sufficient, so the towns people probably wouldn't know much. there's also the fact that they needed their moms cloak as an identifier to receive help when they were running to town in the first place(chapter 5 if i remember right). another of this clumsy goddesses mistakes is much more probable.

At this point I'm a bit confused, if you were going to erase their entire relationship why would she still remember that she has an older brother? And on top of that why does she remember his name and age? That's just asking for the promise to be broken. Because even if he doesn't tell her she'll probably find some way to find out on her own, in which case the promise as a child was pointless.

I think his extremely passive personality is an important trait.

He's been a observer of the world his entire life, and this is the story of him finally coming out and interacting with others for the first time. of course he's going to be passive and timid. He's just like a child whos lived secluded from others, it's gonna take a while for him to be comfortable enough to stand up for himself and his allies.

Hell, compared to the very beginning of the series I'd say he's grown tremendously.

don't worry about it too hard. the English language makes things hard to follow quite often, especially through text, which doesn't have any intonation. you can say one thing and have it interpreted dozens of different ways depending on the context.
