It's for character development, if he's strong from the get go, then there will be a lack of development and therefore less chance to see his struggle and journey. It creates an immersion into his life. Remember how sjw was a scared and weak guy from chap 1? He's now the ruthless monarch. Also reminder that he's still in high school.
