It's an interesting concept hampered by a rough delivery.

It makes the protagonist sociopathic and detached but not in a way that's necessarily entertaining or emotionally satisfying, like his logic is utilitarian but very obviously flawed in very fundamental ways that undermines it immediately given any thought(his ability gives so little context that his perceived reason of killing people to "ultimately save more lives" just doesn't really hold water at all, going Case by case). it feels like the story wants you to like him and agree with him in a way that is strange for this type of story. And it doesn't help that they've dropped us in after he's already discovered his power, figured out basic rules, decided on a modus operandi and skipped straight to the "emotionally detached guy killing seemingly innocent people for crimes they might commit in the future that he has no details on other than that "deaths occur... Probably""
Because of all that there's not really a reason to get emotionally attached but it's also not like leaning hard enough into the mystery angle to be enticing so it's just sort of frustrating. Like a person with this kind of logic behind their actions is more entertaining to watch and uncover from an external point of view first or at least alternating with an internal view.
As is it feels like watching The Punisher without having any attempt at any emotional appeal at all while also not actually trying to engage the scenario they've arranged intellectually.
TLDR: Like it's not bad but it is frustrating, it's just emotionally unsatisfying and a somewhat shallow exploration of the concept they've arranged. ( Caveat - though I gave it the customary 10 chapter try and then bailed because it was too frustrating so who knows it may fix all of these problems in the very next Arc answer any questions I had and refute every point I made proving me the fool.)

i respect the code (I guess) but it feels kinda....idk....aimless? Like it's pure utilitarian logic but without any context to make it even sorta understandable, like there's not even a way for him to know if he is killing other people doing what he is or just serial killers or even accidental killers, if it's more than one your fucked, it's like punisher but somehow less reasonable. whatever I'll see where it goes before judging further.

It's weird because typically you don't have to give filler characters that much detail, but because of the method they deployed they now all have way too much detail, they've got more detail than the main character does.

If you will note, I do specify roughly what you stated as a possibility in the parentheses. My main question being that she can also control water by making it part of her body and whether or not his control would supplant hers or vice versa. (Though honestly as a combat Duo they would be perfect because any water she lost he could quickly supply to her even from across the battlefield, and she can serve as his Frontline support while he does his long range stuff) (the parentheses for my previous comment not this one to clarify)

can't she absorb his water attacks anyway? like not forever, but don't their powers feed each-other really well? like by herself she has a lot of weaknesses but don't they basically disappear when fighting another water user?(unless he can control her water better than she can, then the matchup is oppressive.)

It is Western tradition that the main character just hangs around the shadiest f****** Guy that's absolutely going to betray them and they somehow never see it coming, though it is funnier that I think this is like the third or fourth time this man has tried to betray him or in some way duped him.
