I think if someone is born a psychopath then it is the job of the people around them to figure out how to make them a functioning member of society. I view it like a learning disability. Her parents realized she was unable to feel empathy at a young age (which to be fair many children don't develope a serious sense of empathy for a long time) and they had 2 options. Attempt to teach her cognitive empathy, or send her to a place where her lack of empathy wouldn't be a problem. They chose the latter. I don't see how that makes her a bad person that due to no fault of her own she doesn't have the cognitive hardware that other people have.
