I think they wanted to pass the old version of the manga in where the story left off, which is why it's rushed. The light novel for this is absurdly long, so I'm thinking they want to hurry and get to the story arcs the old version of the manga didn't get to touch. You can think of it like FMA and FMA: Brotherhood.
