What we've seen so far is just for battle. but in an empire that wealthy there's no reason they can't make smaller more "human like" bodies for their ultra wealthy. You know for sure the wealthiest would want bodies that are ageless and indestructible and beautiful.

I thought Arcia was just a homunculus but it seems she's developed her own ambitions and desires. Good for her!

The person who was just a head is a noble even if they're a rebel. They have access to better bodies and tech, which gives him access to a head that has an emergency power source. As shown in the earlier chapters, the final form of their empire's people no longer has any organic parts.
