Given the circumstances, there was no feasible way for both boys to be considered equally. Bashubaza let his emotions and inferiority complex get the better of him and made others—not just Darien's town—pay the toll for that. He was his own problem, he is his own responsibility. Which is self-evident over the course of the story.

The system doesn't make sense because it's there to make Ceres look good and make the hero look foolish. Every time there's a new opportunity for Zect & hew crew to look like neglectful morons, the author takes it with glee. It's really pathetic.

The narrative of conveniences are pathetic, but it's still a mildly-entertaining story. But really it's little more than junkfood.
