The fact that the competition was put up under the Emperor's name means that if he were to attack, he'd have to expose his strength while also going against the Emperor. If you are looking at star quality and not recognizing the trap, yes. The biggest reason to why MC fortress was so well off is because they had the ability to recruit outside forces. They looked at potential rather than rarity. A 1star is always able to become a 7star if they are worth it, but a 7 star who does nothing is worthless. In this way they didn't need to waste resources pulling from a limited supply as you can only summon from "your world" pool. Especially starting out you'd have to look at skills (inherent ability) AND skewed skill/level acquisition (potential).

CONCLUSION even 1% character can be trash. MC said himself he'd spend more than 5k to acquire his character
