Given how lawrence acted, i don't think this world is a game world. It might be a different dimension or a lower world. Because those guys have a lot of power, they probably might see it akin to a game, but it looks to me MC probably gained power from a collaborator in order to give them an upper hand. Thus why he constantly tries and tries again, each time gaining more power and intel. In the previous reset, he couldn't even touch one of those guys and yet he managed to kill him a couple times. next time hell take that power to erase people completely, and maybe even figure out how to restore them.

It is always hard to make hard decisions like this. it adds high stakes to this. He could always bring them back later, but at least this way, he truly has things to lose now.

this plot is the sort of thing you do if you want to end the story. the stakes are simply too high. Either way, its hard to see where to go from there other than a "reset"
