The problem with your paragraph is that
• The person who caused the trouble is a military soldier
• even if the soldier was found to be guilty by the bureaucrat (as they would investigate their own territories) no order would ever be found
• even if there was evidence, the involved parties would make sure to cover it up as that's what most nobility do (can't allow nobility to be disgraced)
• given the lack of evidence to connections, killing a noble would only make him an enemy of the entire kingdom vs one territory
• if he refused to become the lapdog of some noble (like before), then even if evidence is found to prove his innocence, they'd just bury it to get rid of a nail that sticks out

it depends on far i am from the gun. ½m-100m is hard to dodge, but outside that range, you'd be shocked at how easy it is to dodge

the author had reasonable ways to make the characters grow (change) when setting the outline of the story. It's more that s/he didn't want to have a MC development and focused on the development of the side characters.
My point was: to do all this work raising a side character, why would they kill them off at the first real conflict?
