Sector 50, which is supposed to be a worse off sector has gangs with adults and young adults, so sector 49 having 3 huge gangs covering almost the entire district with only children seems strange if not wrong. Sure theres an excuse as to why, but if it's bad enough that theres this many kids forming gangs like this there should be at least one or two adult gangs as well regardless of if theres somewhere to work or not. Hell, logically these kids would be part of an adult gang with the exception of Phillips group as unwanted vagrant children banding together. With this many children running around doing gang shit there should be at least a few scumbag adults who would take advantage and force these child gangs under themselves. Especially since it’s been shown they follow strength. With the exception of magic doping (like the ring) an adult would be stronger than a kid and easily take down these child leaders taking these gangs for themselves.
