Yes I'm familiar as I do it every so often(a couple times a year). We're talking cosplay here, not remaking the outfit 1:1. Why would you use actual leather in a cosplay? and the cape is literally just 2 different fabrics sewn together with a bunch of curtain ends stitched across the bottom.
Also, yeah the initial costs of big machines like a 3D printer or embroiderer aren't cheap, but they aren't solely for this project either. And if you already have the machines, its fairly cheap to just buy materials like filament and thread if, again, you don't already have them.
There's also thrift shopping. You'd be surprised how many cosplay materials you can find and just rework in a thrift store.

To clarify, I'm not saying that its the cheapest cosplay, but I wouldn't call it expensive by any means. If you want pricey, try armor like Iron-man or a space marine. or anything non-human like a xenomorph or Kios true form from fruits basket.
