Hmm alright I think I somewhat get it. The world tree lives of the worlds mana, which exists as a core within the earth/planet. But the emperor inverted the source of the tree, making the roots span upward and absorbing atmospheric mana which is insufficient for the world tree, therefore the life force/blood mana of living beings were taken to supplement the required mana. This is my understanding.

SInce we keep coming back to this point in the 60th floor with no progression in the future, I'm assuming the plot will progress from the past, now at stage 27 or so I think, till this stage 60 (with maybe some stage skipping) and then the past and current view will be the same, and maybe he'll skip the other 40 floors since He'll be so f*cking strong that he becomes a god (like somewhat hinted this chapter) and breaks through the system...... that or he speedblitzes through the 40 remaining stages....

True, he's the only one in Hell Difficulty so he can't do anything but chat with the stage npc's and community chat with others.....
