Most probably humans where treated as inferior species, in most world settings, humans are inferior in early world development as they don’t have nothing special except for their reproduction ability, so most of the time humans are treated like inferior beings in the history of this worlds buildings. I do think he is being hasty, but the orca and elves in his territory would want to be hasty, who would want to see their brothers and sisters be enslaved even for a second more?. Also , he is strong enough now, as I think he is getting near the power he had before regression.
