I wouldn't be surprised if it started at 1, and the author saw the potential and went to 2.
He's always shown to be very shrewd, but what might've started as just a character trait could have evolved into actual character details.

I have the feeling that he sees the potential in crafters, since the world has evolved enough that advancement in technology is probably the next step, but people are too focused on the usefulness of battle skills to see the potential of the future that is crafting.

And the reason he asks for such eccentric works is to keep the crafters busy, involved, and active in the hope of seeing something that can prove to the world that his vision is right.

Might be reading too much into it, but I wouldn't put it past him either way.

I love this crafty lord who uses his smile as a sword and his words as loud cannon fire.
He has always been shown as smart, but I love when a manga is able to actually convey how smart they are in a reasonable way.
And his reasons are nice too: he wants to protect Miyabi, not just as a tool, but also because he fears he might be misplaced anywhere else. It's not about being a good person, or maybe there is some of that, but the logic behind it is the most interesting part.

For this author this ain't weird.

And it can often be a matter of style.

Imagine a Tarantino movie: one of its charms is the dialogue, so there's a lot of it.
But since people liked it a lot, some directors began trying to imitate it, and from time to time you get a number of movies with a similar vibe (different results tho) because of it.
