Im applying common game development/design. If the devs had an intended path they would make the enemies increase in strength as to ensure people follow the intended route. This is why the previous colossal they fought felt so much stronger
The reason i say this feels weaker, is because its focus is on its gimmiks, meaning it would not be as hard to do early on as long as you know the gimmiks

Uh, yes the order does impact their strength as the players would have drops from the previous colossal therefore the next ones in the order would be stronger
