Yeah too many mangakas tend to keep the whole will they won't they situation going no matter the dynamic. Then when they finally let progress happen it leads to an ending. A good author can work without it at some point by exploring the relationship or focusing on other side characters. Yancha Gal no Anjou-san has done a good job of doing both.
