Not clever in any real meaningful way—they don't outwit the monsters, the girls are far stronger than they should be but the writer doesn't sell the exaggeration (Instead of, say, being Oneechanbara in ridiculousness, it's played straight that these two girls have all brain & brawn to survive against opponents they absolutely shouldn't without any kind of loss or penalty). The "MC" is the useless bimbo one would see in a horror movie, only painted as one of the milquetoast protag that you've seen in hundreds of stories already, so the result is he's constantly being demeaned, bullied, and lead by the nose from the two heroines (the actual MCs). The zombies are not defined, thus they're never really a threat, even when by just using the average knowledge of physics, they should be a considerable threat (see the chapter where a 5-foot-something, 140lb girl is able to take on and overpower zombies of the judo club who all tower over her, how each girl can generate enough force with power to decapitate any zombie, etc).
The story doesn't really go anywhere, adding to the lack of cleverness. I will use Kyousei Tensei as the example: In that work, it's quickly established that it's an exaggerated and ridiculous commentary on misandry and misogyny, and works the theme, story, and characters well to that purpose. It plays the violence, braindead choices, death, etc to a degree where while the characters take everything seriously, the delivery is such an exaggeration that you can't help but laugh and enjoy the ride to its ridiculous conclusion. Kingdom of Z doesn't do this. As far as we know, it's just zombies, they're supposed to be a serious threat, we SHOULD be cheering for the two MCs & their bimbo, but they're too busy being low-rent Panty & Stocking (minus the sex jokes, stylish violence, and witty banter) with a more loathsome and unappealing Briefs. The "hook" is these girls proposing to build a zombie army...except there's nothing shown to support that plot hook. So it apparently just meanders into a bland tribal competition with rival survivors that apparently so droll and dull that even the scanslators gave up on keeping track.
The art is plain jane junk. Paneling actually is to a point of being difficult to follow, so the "how" of various takedowns, decapitations, sense of grounded perspective, etc are all tossed to the wind at the worst times.
tl;dr it's trash and there are better zombie apocalypse stories out there. Pass it over.
