I remember reading this like 3ish years ago. I don't remember too much but I did recall enjoying it and I'm willing to recommend it.
It's about a dude with telekinesis/psychokinesis who wants to be evil and kill literally everyone on the planet. Why? He's a villain, didn't you read the manhwa's title? First thing he does is use his powers and literally murderererererer everyone around him super effortlessly. And then we learn why the "incompetent" part of the title exists: a time loop happens undoing what he just did.
Shenanigans happen and the mystery is captivating enough for you to keep going for a while but overall, this isn't very good. It's not long so I "bit the bullet" and pushed myself to finish reading it and I can confirm: this was definitely axed.
For one, and this is important: they are not in the same planet we are on. Obviously, this is a fictional setting because magic powers don't exist IRL, but this isn't the only change -> as the basics of people's characterization is completely off the rails. For one: it has the basic trope of "bullying" that has no place in reality.
For two: everyone in this super violent with the exception of two characters and one of them is super poorly written while the other is just "fine."
For three: where are "the average people" exactly? A scene can go from "average place that's averagely crowded with average people" into a complete ghost town in the manner of two panels.
You might think there is hyperbole, but I'm not exaggerating. A scene at a park with a lot of people around. There's a group of dudes surrounded by trash because they were eating and they haven't gotten up to clean yet -> and old lady pops by and the situation instantly goes to "You're an old lady picking up our trash for us?
Oh thank you, that saves us some effortHOW DARE YOU!" and they attacked her. You can see people in the background one panel -> to a ghost town in the next.Worst of all, this is 99% unrelated to anything that matters. The author cooks up a bunch of side plots and none of them go anywhere.
Finally, after tons of boredom, the real plot kicks off and it's so mid that it doesn't save this work. I have a feeling the author didn't even plan on most of the things that happened. He was just rambling desperately to keep this manhwa alive because it's bad -> throwing some heart-string tugging stories, like the grandson of that old lady (that was a real thing that happened) being sad :< (he's the aforementioned poorly written nonviolent character).
1/10. I don't recommend it. It's just bad.
The moments where it shines aren't even "good" as they're just "mid." Read something else.

This applies to literally everyone in this manhwa.
Again, none of this is necessary if Mr. Main Character would just learn to twist people's limbs into spaghetti - it won't kill them, but it sure will be close enough in every regard.
Like "to refuse a drink only to drink a forfeit" -> just means "Do you want to do this the hard way?"
Ha ha funny, but eventually we just move on from memes.
