I haven't read the novel, but I keep getting the vibe that the one assassin he keeps following is a survivor from his group. Teaching people how to reproduce the child assassins in hopes to prob just destroy the entire martial world. Could be overthinking it though.

This downward transition to borderline insanity reminds me of a special armor piece in Destiny called the Necrotic Grips. its lore tab documents a scientists slow descent into very similar acts and is one of the creepiest and interesting lore bits in the game.
