The fragments of brilliant light ARE the national level hunters. The rulers are the light attuned race that fought off the monarchs. In order to prepair earth to face the monarchs they created the gates to bring mana to earth and even bestowed their power to 7 hunters. 5 of which would become the national level hunters Thomas Andre, Liu Zhigang, Jonas, Siddharth Bachchan, and Christopher Reed. The other 2 being Jin Woo's father who was trapped in the gates waiting for the new "Ashborn" and the Korean Chairman, who was already sickly and couldn't use its full power. All of the events on earth were done by them.

My guess, it this isn't the first time Suho has gone through this. From the different versions of him, and the different memories he experienced. Jinwoo likely used something similar to the "reset" after Suho either failed, or didn't progress efficiently enough to combat what comes. The version he just fought must have lost in his timeline because he didn't "struggle" enough to progress, like Jinwoo did. So taking away his natural talents to make him earn it through adversity.
