On one hand, Hela here is basically a small child who doesn’t really know what death means to a living person. On the other hand, Pone is lashing out at said child because she killed everyone she loved. So this is a problem that could have been solved by a simple conversation, but the emotions involved make that extremely difficult to do.
Great way of making a conflict where both sides aren’t necessarily good or evil. Kudos to the author.

Because they are the elemental spirits, bound to their territories by their power. if they move around it would negatively impact the world, turning wherever they went into their elemental domain. 
Essentially, plot bullshit reasons.
