Albert doing what you said, what would that accomplish? Probably a drama and then another drama with the MC and the big family + Some infighting, and his country men bleeding due to civil riots.

Instead by doing it this way,
He is cutting the retreat path of MC.
Killing MC's brother is just a job half done, and this is the finishing blow.
Reminder, now the brother killer is the so-called "the rebels", and it is his death that sets that in stone.
Now that it is a done, deal, MC has no more choice but to press forward with Albert's plan, instead of dilly-dallying in minor stuff (It is a Minor stuff in Albert's POV, as explained/implied in p7~9 and p17~25)
