That world is mixture of many worlds, and it exist at the most bottom layer.
Given that people can move down the layer, but not up in the world layer.
Being the most bottom layer, people of various origins get trapped in that world, no matter their civilization level.

Also being high tech there does not necessarily mean being top tier.

For this manga, it's worth the wait.
