They think he's the strongest, when in fact they are all monsters. as for robbing pirates, i get that they are kids but if they successfully robbed pirates, thats a win for the federation right? it's not like the pirates will go on the offensive as a result given that, well, they are pirates and must keep a low profile when they can.
