Honestly, smart move on her part.
Even Ageha had her moments of treating MC right when she wasn't the insane personality.
So, really, only one that actually treated MC right from the start was his original girlfriend... which didn't end well for her since them trying to escape MC's situation together is what kickstarted the entire plot.
Judith explained a bit about it back in Chapter 24.
Giving someone who doesn't stay dead information easily is the biggest mistake you can make.
Question is if it'll recognize him and change sides considering it did manage to retain some memory of him before he went back in time.
So even if the managers have major restrictions? Who's enforcing them on anything that isn't the most critical/egregious stuff? Not the admins who are busy trying to... ya know... avoid all of them getting slaughtered at the moment. The folks with more personal power than the managers who can boss around individual ones? They have their own interests and goals that run counter to what we want so they're no good. Keeping them under control while they handle the managers? Well, again, the admins aren't really keeping too big of an eye that like they normally could since they're slightly busy being dead right now.
Like, you gotta admit, as far as reasons go for not keeping the folks under them in line and things running smoothly, "We're all getting murdered by a dude we can't touch and are barely keeping things together as is trying to keep his attention off you to buy you time to reach your potential so you can deal with what we can't" is pretty high up there.
She's lucky MC did his homework and knows what's up or she'd have probably just screwed everyone over instead of just herself.
Remember, Reina isn't a doll or robot or anything like that. She's a girl that's been used for human experimentation and abused by Fiona since getting found as a child who had everyone and everything she knew at the time completely destroyed. So of course she's gonna do what Fiona says when she has no faith in herself and no reason to believe anyone can oppose Fiona thanks to that abusive upbringing.
They could've ended the season on Chapter 105 instead. Now THAT would have been evil!

That said? Translation differences would probably be pretty jarring. This one's done a good job and others... vary... in quality.
Not like she can't handle herself well enough here and she knows she can't follow Tez into his next lives if he dies here, so managing what she can instead of getting too reliant on him just makes sense from her view.
Evil guy has a point which is crazy. And then over here we have the knight who starts off seemingly sympathetic and reasonable only to throw any empathy you can build for her away when she mistreats the people keeping her alive.
Kinda makes you want the big bad evil guy to have at least a partial success wiping the place out.
So makes sense he's well above where he'd normally be. He had her as the example to strive towards.
