They can't keep okarun out of action forever, feel like his over performance at the track day was foreshadowing of that much at least.

She wasn't using foresight -in- the dream, but discussing what her visions were when she had used foresight to the emperor after he became self conscious.

That whole sequence with the emperor was some kind of dream reconnaissance spell. It seems to allow her to access people's sub conscious through dreams, but the emperor became self aware during the process hence why they "cooperated"

Do you think that's how she instantly determined who failed and passed the 1st class magician interview?

Ish? the issue was lack of enough space to deploy it... considering society has nearly 100% collapsed, don't think there is any harm in demolishing enough structures to deploy it in reality?
