I'm convinced there are activation conditions because I was stuck between 69-74 for months. I didn't pass the level 74 threshold until a few days ago and I touched level 77 for the first time. Here are the things I did differently that I think I affected my level up

1. Let your bookmarks pile up instead of marking them as "read"
2. Bookmark at least 1 new series a day and read a couple of chapters of the new series.
