In the settings page (mangakatana.com/settings) all the way on the bottom of the screen there is a list of people who you have blocked. All you have to do is uncheck the box that corresponds to the profile and save to undo the blocking.

I agree with you. Every few weeks I see someone calling a random user a "coward" for having that setting on, but all you have to do is make your profile public and then you can downvote.
