Anime is called JoJo's Bizarre Adventure: Golden Wind.
The person in the image is called Diavolo, a mafia boss in Italy whose organization sells drugs to all kinds of people, including children. In a nutshell, he ended up being killed by the MC, and was ultimately damned to die infinite times with the MC's power.

I highly recommend for you to read it. It's one of the best franchise which has one of the best fandoms, imo.

If you want an honest review from a vanilla-lover like me, then I'd recommend you guys to not read this one.
It's just as cliche as it can get, with the MC confusing the twin as only being one person, and then misunderstand each interactions one by one until it eventually lead into some cringy, crappy scenes where, spoiler alert, MC kissed one of the twin thinking it was the other twin, whom has confessed to him not too long ago. It is just so illogical and cringe to the point I can't be bothered to continue reading.

This crap is frustrating me. There's no shot I'm reading this.

Yeah, true. Though I've seen some romance that actually have a good writing, and in-depth characters that aren't just mutually attracted by fate.What I'm saying is that the recent romcoms are just there to just... Fulfill one's lack of love without a proper, logical development; it's cheap.
