These people have already been defeated so killing them outright would be idiotic as well as cause an international incident since it's on foreign soil. To be honest Ars seems more like a madman than Curran. True, lasting peace is simply a dream that can never realistically come true. Curran is more grounded in reality than Ars is. Ars's way of seeing things would only be a temporary thing, until others feel wronged by him forcing his "true peace" on them and then another war would begin.
