That's the funny thing, really.
For equality and fairness amongst mortals of unequal power, background and knowledge,
the only method to have fairness is an entity that transcends all mortals.
In front of whom all mortals are equal. Only then can true equality and fairness be enforced.

Trust is a great tool too, but where a good chunk of the population is greedy, as is human nature, trust is exploited rather than respected.
But when a being who no one can do anything against, no matter the wealth, power or intellect,
enters the situation, the human nature of greed is overridden by the animal nature of fear.
The fear of repercussions. The fear of death.

But that is a society ruled by fear. No one is truly free.
Though, the "vibe" of the society would depend upon the entity who rules them.
A benevolent ruler would encourage the populas to be be benevolent and punish the greedy.
And a greedy ruler would encourage the greedy to be more greedy.

"Big Brother" is the creation of the oppressing, thus the society learns to be oppressed.
Dragonia is a god above all, encouraging fairness in contract and in trust. So, the society will adapt so.
