From the author point of view characters like Bofoi are pretty handy because you can paint them as the villain or as not understood. From the point of view of a reader Bofoi has twisted moral values. Is great that you're enjoying this manga so much.

When Bofoi appeared he used the meteorite to test his machine when he could have sent more firepower to destroy it for sure. In villains terms this qualifies him as a villain and sociopath.
