How in the world is it decided if someone will give an extra life or not. Obviously it's not strength since the first guy he killed was weaker than him, yet he gave an extra life. Plus the previous two guys were stronger than him. At least one was a mission target, so an excuse could made there, but the last guy definitely should have given at least 2 extra lives. As there's been no other reason given, such as how important the person is or how close they are to they Mc, the only conclusion I can come up with is 'whatever the author decides serves the story the best'.

It's so funny that someone who was wearing the same clothes as Joraro showed up to the court case. Maybe if Jotaro wore normal clothing it wouldn't be funny, but Jotaro's style is do outlandish in this

100% the reason that Fugo stays behind here is because the author didn't know what to do with him. In a team fight he's useless since he'd kill all his teammates too. In a solo fight he's overpowered since very few stands would be able to protect against his. Outside of a fight his stand is pretty much useless. In addition to all that, he never really drove the plot forward. His whole thing is supposed to be that he gets irritationally angry (at least from what we see in his backstory) but both that ice guy and narancia have shown more anger issues than him. As a result though, his entire character is basically just 'the one who stayed behind' with little outside that.

Yeah, the first half of part four tults about quite a bit. It's much more focused in the second half though.
