It's so funny that someone who was wearing the same clothes as Joraro showed up to the court case. Maybe if Jotaro wore normal clothing it wouldn't be funny, but Jotaro's style is do outlandish in this

100% the reason that Fugo stays behind here is because the author didn't know what to do with him. In a team fight he's useless since he'd kill all his teammates too. In a solo fight he's overpowered since very few stands would be able to protect against his. Outside of a fight his stand is pretty much useless. In addition to all that, he never really drove the plot forward. His whole thing is supposed to be that he gets irritationally angry (at least from what we see in his backstory) but both that ice guy and narancia have shown more anger issues than him. As a result though, his entire character is basically just 'the one who stayed behind' with little outside that.

Yeah, the first half of part four tults about quite a bit. It's much more focused in the second half though.
