clearly he didn't want to waste perfectly good assets. they may be assholes but they do serve a purpose. Clearly he could see through it, but best a low level insect be sacrificed than useful pawns.

It looks like although spirits could heal the land on their own, a human or an external force has to act as a catalyst. That is to say, no point in saving a land no one lives on or wants.
