The invaders are ranger made. Sukuriki made it plenty obvious that the monsters and the invaders are made by the yellow side. We also know that the show predated the dragon keepers creations for at least a few years. Which means someone took the idea and made it real (as the red keepers said) we also must take into concideration the raijin that seems as the only real strange creature in the story, the lovable markatable mascot of the rangers feels like the most close to the truth that anybody.

I don't think yellow ranger actually did anything with the replica. It's obvious that the Divine tool function the same way say an executive power works.
