Its not that people don't have pervy thoughts, but in some cultures letting others know about it is very problematic. I kind of think the best way for westerners to look at it is like Feudal society where the nobles had all the power. If you weren't a noble even looking at someone's face could get you beaten. In Japan staying underneath others radar is the best policy. We sometimes see them as weak because they don't act like we would, but its an actual strength that they don't. They're pushing their own evolutionary force to breed into submission because of the culture. IMHO

The computer animation of the monsters is the absolute worst in the anime. I liked the story so I'm going to read this and hope it stays at this level of quality. But yeah the amine's model design is crap, like late 1990's pc animation.
