Some stories start with a flashforward, but that's only to hype up the reader, youre still supposed to write the story from a good start. Starting so far into the story causes a lot of problems down the line. The police force was introduced awfully because of it and are just used like they're developed elements of the verse, which they aren't. This can be said about most elements of the story.
The author knows he isn't great, that's why he rushed as fast as he could to the most interesting part of his manga, but that's by no mean a good thing. Even the fight between the police force and Sojo was rushed to give us chihiro vs sojo earlier, that's not good at all. At this pace, most of the manga will just be the fights between Chihiro and the other sword users, with a bunch of 2 page flashbacks and interludes
