That was a mistake. The first wave was a freebie so they could have just kept a slime alive to evacuate the city and get ready for the rest. There doesn't seem to be any time limit so the worst that could happen is losing a few points on the least valuable wave of the event. At least that's how I'm expecting them to explain this.
