Well Kuma isn't negotiating with the world government he is talking to a scientist. A scientist that is talking about peace. And at this point as Kuma said he is willing to make a deal with the devil if it means curing bonney. I will go as far as to say that Kuma would agree to anything be it weapons or erasing his sense of self to cure bonney. Heck in this chapter we see all the places he was everyone except Vegapunk said "gg bro she dead as hell frfr", and after all of that there is a ray of hope.
