But I do agree that there were and still are too much abuse of compassion. Compassion which isn't really needed for law enforcement but rather interpreting the laws for specific cases.
Again, it's not easy, can and will almost always cause stupid precedents.

Even with modern more flexible laws, it's still not fair as the wealthy take advantage of that said flexibility. And we end up with corruption instead of tyranny. Which is also as bad.

In my opinion, what makes a good law is one that differentiate crime seriousness and apply to any citizen, regardless of wealth and status. And of course, doesn't allow lawyers to defend a factual and proven crime.
