I went back and check chapter 1 it said 1.8 billion parcipated, the numbers people who survived is half for the 1st round so only 900m then 2nd round everyone live and moving on for round 3 its 1/4 survive.

Regarding the sabotage nothing is explained im pretty sure the plot about it just started last chapter when the dragon girl was introduced
