It's probably more supposed to be that her face got burned from a face on fire and should have scarred more of her face instead of a fire from above that burned her head.
It also makes more sense this way as a fire coming up from the ground while she was looking directly down at her sister's corpse would make more sense, especially given that her body probably only burned as a result from her escaping the fire as I doubt she spent much time sat in the fire and probably got up straight away.
Like it was stated, this actually exists with humans and it happens irl too with animals and eggshells. There's no way there wasn't any observations of dragons hatching and then eating their own shell or something like that.
