I think she might be talking about how MC is too nice, almost to the point of being a pushover. It's one thing for him to want to care about others, but MC often does it at his own expense even for people who might not deserve it. (here, him wanting the plant to be grown in places where it could be seen and accessed despite him still being uncomfortable due to his experience.)

And as for the other thing, given how MC treats Cedric and Christelle, from the Empress's perspective... It'd be like seeing a kid being all kind and sweet to *your* kid and then hearing that he doesn't actually care much at all?? Doesn't really make sense I guess

I personally think the second life increasing her mana is about as probable as her using the mana in the spirit realm to summon him, because it was already established earlier:
- that her body alone couldn't handle it,
- there was already someone else who'd tried and died. All the conditions (love, consent and as much mana as one could harness in the human world, and talent) had been fulfilled before, yet the person still failed.

So this was only possible because plot armour really kicked in (as usual) and saved the day
