It is in chapter 216. It does not say it out right, and that was just my opinion based on what I read. It was when he was talking with his strategist about the Doctor's past and how he is moving towards the future. He just infers that with that past and him not being under the Alliance he could eventually turn against them. Don't know if that explains my position.

You should remember, he did the same type of writings in the "The Breaker series". It had enough action that you could gloss over it but there was always the element of validation seeking from the characters. At least to me it seems that way...
