To add to that, she knows for a fact that his previous actions of crime has completely messed him up inside and that adding to those bottled up feelings will likely make things worse. It doesn't matter that he is the main character, it doesn't matter that he's her dad and it doesn't matter that he did it all to protect her. Tetsuo committed countless crimes and Reika, as a police officer, is completely justified in wanting to arrest him.
