Tldr; not every character is a militant
They ARE at peace, it is because peace is threatened by the potential of a serious threat Moreno than ever with naruto's sealing, that they're wary.
The constant surveillance not only would I completely believe if it was standard protocol because it is literal obvious utilization of ino's clan kkg, but is put in place to pick up on threats and fortify.
If they WERENT at peace, join would be stationed all over. Reconnaissance would be the norm again, there would be talks about support from other villages, etc etc.
How in the ever loving hell are you comparing a terrorist attack to the great wars? In terms of individual character I get it, but on a political and national scale it is incomparable.
Point being: I already addressed but their guards are up enough to face the threat of enemy, while steeling and retaining the peaceful air of konoha. The story picks back up now in blue vortex BECAUSE after such a long brief period that peace is finally being re-threatened.
Now, what was our argument. The child soldiers sacrificed in the bloody great ninja wars in the past should be reflected upon and reintroduced for a comparatively smaller threat at distant glance?
Since when does the leaf live under a regime? You won't find stray jonin squads wandering in the forests to kidnap you has a TB host or to steal your dojutsu anymore. I agree the training is a sentiment passed from the war eras they have yet to outgrow, but it is in the transitional state of moving away from those times that we see ninja who are half ready (trained and strong) but not half ready (unprepared and more focused on day to day lives)
The fact is these guys are not being sent on daily missions for the benefit of konoha, and not to the scale as before. There is no real reason for them as civilians to train, besides their heritage as ninja.
Under that perspective completely understandable himawari is in baggy pants. Is she even a genin?
Battle instincts being completely distinct from being battle ready all the time every time, hence why he didn't utilize ki sense when pan (obsessed with strength and plays with piccolo every day) could.
The Gi thing I'd chalk up to some self limiter type sh, him just being off guard.
Think (animals only?) Killin throwing a rock and goku or how vegeta doesn't accidentally blow up the planet every time he is a lilbit pissed
And if anything self control and suppression of strength to the point of fumbling to a relatively lightweight object is a showcase of the fact that physically he has been training to stay in shape.
Conc: disassociate the true claim of battle instincts and by extension battle readiness with his training
Like ssj3 but he needed a warm up + tipping point first
It definitely adds credibility to the "I'm finally able to safely tap into my innate power" type sh
But yeah, we don't get to see the training makesense.
Seeing it on everyone I get would be annoying tbf, but I don't mind it on himawari at all???
The attacks are random, asking kids (long overdue by now I get it) and peace cultured ninja to be constantly ready for battle when they are effectively battle ready with just their hands at disposal is unreal. The average citizen, even if as capable as; and utilised similarly to a militant; is not a militant...
In terms of the "that's so cool" I believe we were meant to cringe????
I saw it as a comedic scene, to break tension and out-world commentate on how ridiculous the current events were.
Genuinely just saw a kid who thought boruto was the coolest sh around, which gave me a chuckle (think one of those cliche cartoon scenes where the superhero flies by and everyone is in awe).
It doesn't literally tell you anything about the object of awe, it wasn't intended to.
Instead, it just tells us how simple minded the character making the statement, based off what we see, is.
The baggy pants I'm not sure are overdone, I can actually only remember himawari with baggy pants in recent times but I might just not be paying attention, not a diehard.

I don't mean to offend, but a 5 minute session isn't doing crap.
If he hasn't in how many months he's being bullied (I can hardly remember the context) spoken to his mother, fat chance a 5 minute session won't do crap.
Realistically no teenager is going to completely address the issue in 5, 10 or even 60 minutes. That's a therapy session + multiple day chipping, and that's just to open up the issue.
From a character perspective, the mother isn't at fault at all. From a maternal perspective, I would criticize the depth of relationship they've grown if he doesn't have the informal assertiveness with, even his own mother, to speak up; but again that's the case with alot of real life scenarios and is also extremely circumstantial.
Characters simply aren't mcguffins for solving issues. There is nuance. Yes, "why didn't x just go to y person" is a common plot hole in various stories overall, but it isn't hard to rationalise why that might not exactly work/function perfectly. To add to that, it's a story. At the end not only do you need to have an extremely likely out to the conflict when addressing these kinds of narrative points, you have to consider the likelihood from the author's perspective.
How easy it is for him to write, and by extension how common is it, to simply ignore the "out"?
After all, it boils down to a yes or no decision, and minds are complex enough to not need complete explanation in literature. Piccolo not using his finger stretching technique in 10 years isn't a plot hole because it's really easy to say "well out of everything he could be using, he doesn't NEED to use finger, so he decided not to?" or "he just didn't consider it".
Like, in stories, not only would [the mother addressing the problem] have to be completely possible in almost every regard, as an option for either character, but it also has to be a consideration that's far more likely than the other options to be a legitimate issue tbf.
and there's no realistic way for him to get out that's also acceptable story wise, as far as I know
we know najin isn't dead but I feel unless this was permediated a regular ass dude has no way to dodge telekenisis and a fucking impalement via mythical dragon
even the illusion thing gets thrown out the window, he couldn't possibly react fast enough

But narratively (love that word) it hardly makes for a "morally satisfactory" end.
They are reducing what's essentially the epitome of the arc to side characters, which makes for a very anticlimactic end. Imposing in universe maybe but not far away from what we've seen before, and then without that "story climax".
Are you really saying "and then a big monster appeared and killed them all" is a well written ending?
Character wise there isn't even any effort into that, all that build up to gather them only to be majorly off screened? They could have done that one by one, or in a myriad of different ways.
I guess they justify it later with the mc brother freak out but yeah, simply killing a select group both in universe (mentioned in og comment since that literally can't have possibly been all the corrupt officials" and out of universe (audience wise I at least find this unimpressive) of the corrupt means practically nothing. The kind of thing you'd see in a manga filler arc...
