I don't think that's necessarily correct. Seeing as Sardelon is described as the RED dragon lord, I think they gave up on the third marble and just said, "Fuck it I bet we could win with the red dragons alone". Because if I remember correctly, if a dragon consumes 2 marbles, they are able to control dragons of that same type, in this case red. In conclusion, I don't think your theory is invalid, but as of the progress of the story, it is more likely to assume that Sardelon is an incomplete dragon lord with 2 marbles with the final marble being with Rurin's mom.
