Death is too kind of a punishment anyways.
The real, and most excruciating way to punish someone, is to make them experience the same emotions and distress of their victims for the rest of their natural life.
Sadly, that option is considered unfair in reality. Which is ironic when their victims are forced to suffer the consequences of their actions without any relief.
Being kinder to the perpetrator than the victims is one of the ways in which the criminal justice system is broken... But I can see why they want to do it that way, because it also means fewer people will develop the same level of ambivalence towards the pain and suffering of others.
Mostly, I guess this is fan service, and not plot.

At most, it takes and entire group of people to commit the full array of atrocities... So far.
It's 100% Unilateral, and results from the hubris of the Emperor.
People with unchecked power tend to think that if they say it, that reality will obey them, and if it doesn't, it's an excuse to eradicate whoever gets in their way.
This is the hubris of Dictators, Fascists, and other forms of oppressive leadership.
If it was a common trait, then it wouldn't be so sensational and extravagant a response. 💁🏼♂️
Unless you are part of a faction where bloody massacres are a given whenever someone with power takes revenge upon those who wronged them, such brutal behavior oftentimes results in more troubles, and you end up in a situation where ever stronger people are attacking you, distracting you from your intended goals.
Also, even in factions where such things are common... You still end up with more troubles than you had originally, and eventually you find yourself entirely consumed by the endless strife you are helping to perpetuate with your own intolerance and hubris.
Sure, having immense power can suppress overt attempts at messing with your plans, but it doesn't stop the subversion and manipulations that can develop in the face of overwhelming power... just look at the skills women in ultra oppressive societies develop. They develop alternative methods of achieving their goals, with toxic behaviors and all. Just because a person lacks overt power, doesn't mean they're powerless, they simply have methods that while slower, are equally or more effective than the indiscriminate brainless smashing of skulls. After all... Humans may be hairless apes, but unlike our cousins, our social structures are far too complex for hammer time all the time.
Basically, it's easier to keep the enemies you know, than to create the enemies you don't know, until you have the ability to completely eradicate those enemies to a degree where no one will see any reason to oppose your decisions.
The Art is, as others have mentioned, not particularly noteworthy, but I think it's alright that way. While the character designs are generic, the first chapter comments on that fact rather blatantly... So, I can't say it's a bad thing. Also, children do tend to be marginally generic anyways...
Anyways... Complaints about the magic in the series are kind of silly at this point, the MC has no formal explanation for themselves, so obviously they won't have any formal explanations for the reader. Currently, they know it exists, and that it's relatively rare to have the ability to work with magic. They know their abilities are different from normal, but they're not sure how different they are from normal. The MC just wants a relaxing life, so they choose to hide their abilities.
The others in the series are far too young to determine the precise dynamics, út it's pretty apparent that the author has a Female Lead in mind... I hope they age up the characters by an minimum of 13 years or so before bringing in the romance option... Particularly since the MC is ostensibly already 40+ years old, and to have any such inclinations towards those the age of his body is a bit distasteful in reality... So at least let them be ostensibly 18 before the MC starts getting swayed.
Doesn't justify the actions taken, but compared with other examples of people attempting this path, it's pretty low key.

First it claims to be a parody translation, and I definitely can see the potential of it being what it claims from the first few panels, but I'll come back later when I have more energy to wait for the panels to load.
