While yes, Hugo has still done some arguably villanous things, some of those things can be justified- Though I will say that having a bunch of sons to send out to war is not quite as justifiable.
I absolutely love that this is actually breaking the MC's view of Hugo since Hugo is an entirely different person now because of the result of the changes MC has made.

Fair, Superman definitely has more eyes on him, but then again the same thing could be argued for Bruce Wayne and batman.
Part of Superman's benefit is that Clark has a completely different stance and demeanor, "There's no way this meek reporter dork with glasses could be THE Superman." I mostly think most story writers aren't trying hard enough to play up the difference between Clark Kent and his identity as Superman, since Superman is technically a disguise so Clark Kent can use his super powers.

And I'm almost certain they've done some lampshading with him.

The basic gist of it is that our MC has proof of Roygar trying to get some political leverage by controlling salt stuff from another country, and that's snowballed since Roygar is the current "Best candidate" for the emperor's successor. In order to get Roygar out of that candidate position, MC used Skyla and Ian to put a fire under Roygar's ass by showing that he's technically committing treason by fabricating salt imports in the first place.
And now all the nobles that have ties with Roygar- I believe by being in the same part of the country as him- Are basically panicking because the Majesty's personal organization is basically ransacking them trying to find proof of the treason.

I know I've missed some things, and it's possible I'm interpreting things wrong since they talk in circles a lot, so feel free to add on, and thank you for helping all of us understand politics
