I heard that you can't mute the camera sound in japan. Because of japan regulations, phone manufacturer forced to make the snap sound audible while in Japan. You can try using your phone in japan in mute mode and take a photo. It will automatically make a sound. It's not because the phone became sentience. The phone will function to follow the regulation of the country which they can take the data probably either from geolocation, cellular, and/or isp.

Random trivia: In japan, unless modified phone, your phone will automatically make a sound when taking pictures. Even if you silence the phone. Doesn't matter if the phone is made inside or outside japan.
